Background 

Matt is an accomplished Senior Leader with broad expertise and a proven track record as a senior executive (SES 2) in a variety of government portfolios. Matt has more than 15 years delivering services to the Australian Public Service including Senior Executive roles (First Assistant Secretary Program and Policy roles, CIO/CDO roles (including Department of Industry, Innovation and Science). He has a proven track record of successfully aligning technology initiatives with business objectives to drive growth and maximise operational efficiency.

Matt is an accredited Gateway Reviewer and has a longstanding record of providing independent advice to government departments at the Deputy Secretary and Secretary levels on complex technology and transformation delivery programs.  

Matt regularly assists Terrace’s clients with their delivery, strategy and leadership challenges, both in an advisory as well as a delivery capacity.

Federal and State Government Projects

Strategic Partner – CIO as a service

Engaged by a regulatory agency as a Strategic Partner to the Executives to provide strategic decision-making, advisory and oversight over digital and ICT reform initiatives including the direction of financial forecasts and budgets, and sustainable funding model. 

Cloud and ICT Cost Model

Matt led the review and re-formation of ICT Asset Plan through development of a Cloud and ICT cost model. This included identifying the key drivers and factors influencing ICT expenditure in the context of cloud services. 

ICT Futures Program Strategic Sourcing Services

Matt lead the end-to-end strategic sourcing services to replace an ageing and unwieldy ICT and Digital services arrangement to a modernised, best in breed arrangement. Services included strategy, ICT cost modelling, operating model, resourcing considerations, implementation planning, request for tender approach, evaluation and detailed negotiations in accordance with government best practice. 

First Assistant Secretary (FAS) and Chief Information Officer (CIO) 

As the FAS for Department of Health, Matt led a range of high value high complexity initiatives. Matt was also the Department of Industry, Innovation and Science’s most senior ICT leader was accountable for an annual budget of more than $70m. Matt brings a wealth of knowledge, experience, and expertise to clients, helping them optimise their technology investments, understand service costs and budgets, enhance operational efficiency, manage risks, and drive innovation.
