Background 

Ben is a senior ICT advisor and architect with more than 25 years' experience supporting Australian Government clients through complex transformation programs. He operates as a trusted independent voice for CFO, CIO and SES audiences in politically sensitive environments, and has a proven track record of combining architecture discipline with commercial and investment judgement to deliver outcomes for executive sponsors.

Ben specialises in ICT transformation (ERP, shared services and platform modernisation) and in translating architecture intent into investable, fundable and sequenced programs. He is familiar with whole-of-Australian-Government digital investment frameworks and DTA assurance processes.

Drawing on a background as a consultancy founder and practice leader, Ben brings a commercial as well as technical perspective to client challenges, and regularly assists Terrace's clients with their most complex strategy, architecture and investment governance engagements.

Federal and State Government Projects

ERP Modernisation Strategy & Roadmap

Led the development of an ERP Modernisation Strategy and Roadmap for a federal government client, including current-state assessment of the existing finance and enabling-services landscape, definition of target-state business capabilities and future-state architecture, and a defendable options assessment scored across value, risk, complexity and feasibility. The work produced a multi-wave roadmap aligned to budget cycles and procurement pathways, together with the programme governance and assurance approach to support executive decision-making and approach to Government.

Strategic ICT Advisory & Architecture Services

Led architecture-informed discovery across a federal government client and its delivery partner agency to develop transition options and a 12-18-month actionable transition plan with a three-year roadmap overlay, sequenced to governance and budget decision points. The work included explicit dependency mapping across ERP modernisation, shared services, cloud adoption, cyber uplift and AI/automation enablement, and defined the service delivery model boundaries and integration points between the two agencies.

Prime Systems Integrator Architecture Governance

Held ultimate accountability for technical architecture resources and governance across all delivery streams (Networks, Cloud, Cyber Security) for a major federal government Prime Systems Integrator engagement operating in a PROTECTED environment. Established and chaired architecture governance forums, defined technical standards, and provided architecture assurance and quality oversight for solution designs and integration patterns across multiple concurrent workstreams and vendor teams.

ICT Strategic Plan & Operating Model

Developed a comprehensive ICT Strategic Plan and Operating Model for a federal government client, defining a new ICT structure across executive and management layers, the governance model (committees, roles, decision rights), and a delivery roadmap. Engaged directly with Executive members to align technology direction with the agency's broader organisational improvement program, producing artefacts designed for ongoing use as a working governance and planning instrument.
